KEY MESSAGE: Over the decades, Kathy Bauck has produced and sold thousands of dogs and puppies yearly to consumers and pet stores throughout the United States, plus Canada. Animal Folks MN has tracked these pet sales to pet stores.

NOTE: To transport animals across state lines, Certificates of Veterinary Inspection (CVIs) must be completed. Sometimes the information on these CVIs is incomplete, misleading or false, making it difficult to track where the animals ultimately "end up."

CERTIFICATES OF VETERINARY INSPECTION (CVIs)

To sell to pet stores, a breeder or broker must have an Animal Welfare Act license. For many years, Kathy Bauck (aka Kathy Cole, K. J. Cole) had such a license.

To transport animals across state lines, a dog/cat breeder or broker must also complete what are called Certificates of Veterinary Inspection (CVIs). These certificates show where the animals are coming from and going to.

The certificates are filed with the State. If an animal is found to have a disease, authorities can then trace the animal back to whomever produced the animal. This is interstate commerce, which is why the federal government is also involved.

Ultimately, veterinarians, accredited by the United States Department of Agriculture (USDA), are responsible for the certificates. Within ten days of delivery of transport, the accredited veterinarian must inspect the animal to check for "communicable, contagious and/or infectious" diseases. He or she reviews and signs the certificate(s). If the veterinarian refuses to sign the CVI, the animal is not shipped.

INCOMPLETE AND/OR MISLEADING DATA

Examples of CVIs are above. As you can see, each lists the date, the consignor and address (i.e. breeder), the consignee and address, veterinarian's signature, number of puppies in shipment, breed, age of animal, and other data.

One problem with some of these certificates is that the information may be incomplete or inaccurate. For example, sometimes the "destination" (consignee) address is a P.O. Box (see above) or could be a wrong or false store address. The breeder or broker (consignor) could also use different names (see above). Also, sometimes the carrier, who handles the transport of the animals, is not listed — though required. 

Incomplete, misleading or false data makes it difficult to source where the animals are actually being delivered and makes it more difficult to trace who produced and sold the animal. This is a health and safety issue for both the animals and people.

CVIs: PET STORE AND CONSUMER SALES

A list of out-of-state puppy/dog sales for the past few years from Kathy Bauck (based on CVIs) is below. Kathy Bauck has sold to 36 states (including Minnesota) plus Canada.

As Bauck's Animal Welfare Act license (AWA) was cancelled August 16, 2010, she could no longer sell to pet stores — however, Animal Folks MN tracked Bauck's pet sales and shipments and found this breeder continued to sell puppies to pet stores in New York.
